The two lists differ on one entry: Game8 calls it Daikoku Car Meet, mapmaster.io calls it Daikoku Parking Area. Same place, different label — we have not been in game to see which name the map uses.
The one chest set in Tokyo City
Tokyo City is the one region where a photo clue can be almost fully legible and still not help. Twelve of the named landmarks here are streets, stations and junctions rather than open country, so a picture of a road with buildings either side narrows nothing down. The single hunt that has landed here went to the Docks, which is one of the few places in the region with an open sightline and something on the skyline to match against.

Reading a city block

VGC calls it an urban sprawl, and says the collectibles here come closest to hiding from you — you end up driving down alleyways and cutting through the backs of buildings.

Asked about Tokyo City
Has a Treasure Hunt been placed in Tokyo City?
Once, in Series 1 Spring, on a warehouse platform at the Tokyo City Docks. That is the only one in our record. We are relaying the location from Game8, not from our own run.
Why is a photo clue harder to read here than anywhere else?
Because the backdrop repeats. In a snow region the horizon tells you roughly where you are; in the city, four blocks look like forty. The usable clue is normally a named landmark in frame, not the terrain.
Does the region have a barn find?
Game8’s barn find guide does not list one in Tokyo City. Seven of its entries have no region stated at all, so we cannot say the region has none — only that no source we have puts one here.
Three regions that are not like this one
Ito
The other region with a dozen agreed landmarks — except Ito spreads them over coastline instead of stacking them in a grid, which is why VGC needed multiple screenshots for one and alleyway advice for the other.
Nangan
The opposite problem: 25 mascots and only four named landmarks, so there is almost nothing to match a photo against.
Ohtani
Where the Festival site is, and where the Series 1 Summer chest sat at Kinkaku-Ji — a temple is the kind of landmark a city block never gives you.

If your chest never appeared in the city, check first that you are not looking at a Treasure Car — several sit in Tokyo car parks permanently and never tick off the Playlist.
